Woolpert prepared 12 user requirements documents (URDs) for Air Force Special Operations Command (AFSOC), Installations and Mission Support Directorate, Engineering Division, Plans and Programs Branch. These URDs quantify requirements, provide design guidance and justify funding for future facility acquisitions within the AFSOC military construction (MILCON) program.

The URDs were prepared using project management plans; data gap identification; project definitions; site, floor plan and elevation drawings; and space analysis. Deliverables included DD Form 1391s, with associated parametric cost estimates that accurately reflected the latest mission and facility requirements.

Woolpert also developed conceptual designs for the site development and infrastructure; airfield pavements; two- and three-bay hangars; parachute drying tower; and facilities for operations, special tactics and special operations support squadrons. The 416,600 square feet of facilities and 90,000 square yards of airfield pavement reviewed in the URDs are intended to support 10 Osprey aircraft, 10 MC-130J aircraft and over 1,000 associated personnel.
