Woolpert has been working with the Honolulu Board of Water Supply (HBWS) to help build its enterprise information management program since 2000.

Woolpert developed an award-winning ESRI ArcIMS (now ArcGIS server) web-based mapping application, now widely known as HONU (Honolulu ON-line Utilities). HONU was designed to meet the needs of several HBWS departments including engineering, customer care, operations, water resources, maintenance and business services.

More than 300 people from all departments are using the HONU application. These efforts helped HBWS receive an ESRI Special Achievement Award in GIS in 2003. Lyann Okada, the HBWS HONU project manager, was named employee of the year in 2004, and later, government employee of the year due to the improved efficiencies of the different departments.

The CIO of HBWS, Brian McKee, described the return on investment for the HONU application as being “under five months,” with a realized savings in labor alone of “$68,000 every month.”
