Woolpert was contracted by ODOT to provide a structure type study for the 131-foot, 60-foot span, three-cell, four-sided box culvert carrying State Route 213 over Island Creek in Jefferson County, Ohio. The culvert was exhibiting a number of problems, including slope failure, scour, washout behind wingwalls, concrete deterioration and the separation of wingwalls from the culvert structure. Woolpert’s study focused on precast structures to reduce construction time, and thus, the length of the road detour.

Because Island Creek is subject to significant flows during storm events, hydraulics drove much of Woolpert’s analysis and recommendations. These recommendations include the return to a natural channel bottom using a single-span structure. New precast sections, cast-in-place pedestal foundations and piles are among the additional recommendations to improve the flow and prevent stability issues. Based on ODOT’s final decisions, Woolpert will design and plan the proposed structure, along with related roadway and embankment work, environmental documents and detour plans.
