DeKalb County Priority Areas Sewer Assessment and Rehabilitation Program

The DeKalb County Department of Watershed Management’s Wastewater Collection and Transmission System is comprised of an estimated 2,700 miles of sanitary sewer lines, 66 lift stations and 70,000 manholes. Per a consent decree entered with the U.S. Environmental Protection Agency, the county is implementing continuous sanitary sewer assessment and rehabilitation that aims to minimize sanitary sewer overflows.

Pursuant to this effort, the Department of Watershed Management developed the Priority Areas Sewer Assessment and Rehabilitation Program to provide for the identification, delineation, prioritization and rehabilitation of priority areas.

Woolpert enacted a three-tiered approach to sewer assessment work in 19 areas of DeKalb County to assist with meeting consent decree requirements and to establish a sustainable program for continuous sewer assessment and rehabilitation.

The three tiers of work entail a full range of assessment, inspection and rehabilitation activities, including:

  • Manhole and pipeline condition assessments
  • Smoke testing, dye floods and acoustical testing (using SL-Rat technology)
  • Pole/zoom camera, CCTV and sonar/TISCIT inspections
  • Sewer pipeline cleaning
  • Bypass pumping
  • Point repairs and full pipeline replacement
  • Other advanced technologies to evaluate the county’s sewer system
