  • To support the Installation Management Command (IMCOM) master planning program, Woolpert developed a real property vision plan (RPVP) and subsequent installation planning standards (IPS) for U.S. Army Fort A.P. Hill in 2015. Aspects of the IPS were developed in concurrence with the RPVP and later refined to reflect a full-scale analysis and integration of the RPVP. These documents provide IMCOM with guidance for future development based on the unique requirements, functions and preferences of installation stakeholders.

The RPVP served as the basis for fully understanding the collective objectives of Fort A.P. Hill’s users. Woolpert’s team of urban planners and sustainable designers, including staff certified by the American Institute of Certified Planners (AICP) and accredited by Leadership in Energy and Environmental Design (LEED), used the goals documented in the RPVP along with the information gathered during the visioning phase to produce refined planning standards. These standards serve as a resource to Fort A.P. Hill for unifying the installation, enhancing the functionality and longevity of the infrastructure, minimizing the installation’s environmental impacts and improving response to the dynamic needs of its many users.
