The Gallup-Woolpert Joint Venture was selected to update the Installation Development Plan (IDP) for the Rock Island Arsenal. Included in that IDP are the installation’s Vision Plan, Area Development Plans and Planning Standards. The ultimate goals of this planning project were to identify opportunities for increasing the efficiency of existing assets and to create a campus-like setting that could capitalize on the unique, historical character of the Rock Island Arsenal.
In the IDP, Woolpert compared the installation’s existing facilities, infrastructure and other real property assets with its projected needs to identify strengths and deficiencies. This comparison, and the planning process it supported, helped the planning team identify and prioritize the actions necessary for the installation to pursue orderly, long-term future development. The Rock Island Arsenal IDP also includes a capital investment strategy that reflects the common facility requirements and priorities identified in the preferred course of action.
