Woolpert Welcomes Carlos Garcia, PE

We are proud to welcome Carlos G. Garcia as a new transportation program director in Virginia! Carlos has more than 19 years of experience in progressive transportation engineering, including more than 15 years in project management. Carlos successfully designed, prepared, managed and delivered jobs in several states including VA, MD, PA, DE, NJ, RI and MA.

Carlos is very familiar with the Virginia Department of Transportation standards and regulations, having led their project management office (Richmond District) for the past two years. In addition to expertise in project management, roadway design, traffic signals, local assistance, pedestrian and bicycle access, Carlos brings a wealth of knowledge in transportation planning to Woolpert, having completed traffic impact studies, feasibility and needs assessments, corridor and origin-destination studies, and master plans across the country. He has provided consulting services, served as a transportation engineer and completed related tasks for many municipalities and localities.

Carlos is a member of the Institute of Transportation Engineers; the International Municipal Signal Association; the American Society of Civil Engineers, where he has served as a chapter president and vice president; and the American Society of Highway Engineers, where he has served as a section second vice president and board member.
