Woolpert has been contracted to support FEMA in disaster recovery efforts by providing professional engineering services in the inspection and assessment of public infrastructure, transportation, and buildings. We will cover a cover a 17-state region of the country from the Great Lakes south to Texas and Louisiana. The Architect will be involved in large/complex projects located in 17 states across the mid-west including Ohio, Michigan, Indiana, Illinois, Wisconsin, Minnesota, Arkansas, Louisiana, Oklahoma, Texas, New Mexico, Colorado, Utah, Wyoming, North and South Dakota, and Montana. This individual will have a background in Disaster Recovery. Response and Recovery Deployment scenarios will vary, ranging from a week to a month or more.
FEMA will require individuals with specific technical expertise to conduct site inspections on sites with major damage (e.g., destroyed facilities; facilities with extensive damage; facilities with significant damage to mechanical, electrical and plumbing components, etc.) to document disaster-related damage. These individuals will conduct site inspections to validate infrastructure damage and record detailed damage descriptions during the inspection to include the following additional tasks:

- Reviewing and analyzing professional architectural/engineering reports and designs or as-built plans
- Thoroughly documenting analyses in writing

These individuals will conduct site inspections for sites with minor damage (e.g., minor damage to roads, non-structural building damage, etc.) to validate infrastructure damage and record detailed damage descriptions during the inspection. Specific tasks include:
- Communicating and coordinating with other Public Assistance (PA) staff involved in the PA Program delivery process for Applicants
- Performing accurate quantification and detailed description of disaster related damage, including debris
- Taking representative photographs that depict damage claims
- Completing sketches of sites to supplement photographs and capture profile and cross-sectional perspectives
- Writing a detailed damage description
- Obtaining the Applicant representative’s agreement that all disaster-related damage was described and quantified correctly
- Delivering the completed site inspection information to the Site Inspection Task Force Leader and Program Delivery Manager in a timely manner
- Developing scopes of work, including related code and standard requirements

These individuals will manage the PA grant delivery process (from Applicant assignment to Exit Briefing) for an average amount of eight (8) individual applicants simultaneously. The number of applicants will vary from approximately 1 to 15 depending on the number of projects and complexity of projects that an applicant claims. These individuals must ensure program delivery in a timely, professional, customer-centric manner that meets all assigned Applicant’s recovery priorities. Tasks include:
Responsibilities:
- Reviewing information gathered during the Preliminary Damage Assessment (PDA) for assigned Applicants
- Conducting Exploratory Calls to gather information from Applicants using assigned templates

Responsibilities:

- Evaluating claims and making recommendations to FEMA as to whether the claim is eligible
- Discussing and resolving eligibility issues
- Assist with the development of the Determination Memo by completing appropriate sections and communicating final determinations to the Applicants
- Conducting Exit Briefing with the Applicant using assigned documents

The Structural Engineer will be involved in large/complex FEMA recovery projects located in 17 states across the mid-west including Ohio, Michigan, Indiana, Illinois, Wisconsin, Minnesota, Arkansas, Louisiana, Oklahoma, Texas, New Mexico, Colorado, Utah, Wyoming, North and South Dakota, and Montana. This individual will have a background in Disaster Recovery. Response and Recovery Deployment scenarios will vary, ranging from a week to a month or more. Responsibilities:
FEMA will require individuals with specific technical expertise to conduct site inspections on sites with major damage (e.g., destroyed facilities; facilities with extensive damage; facilities with significant damage to mechanical, electrical and plumbing components, etc.) to document disaster-related damage. These individuals will conduct site inspections to validate infrastructure damage and record detailed damage descriptions during the inspection to include the following additional tasks:
- Reviewing and analyzing professional architectural/engineering reports and designs or as-built plans
- Thoroughly documenting analyses in writing
- Developing scopes of work, including related code and standard requirements
- Validating applicant-provided scopes of work, including related code and standard requirements
- Developing and reviewing cost estimates
- Advising FEMA staff on the technical validity of claims presented under FEMA’s arbitration process. Should arbitration hearings occur, testify as an expert witness on FEMA’s behalf
Requirements:

- 2 years in field of expertise (with an undergraduate degree and professional registration) or 5 years in field of expertise
- 5 years in field of expertise (with an undergraduate degree and professional registration) or 10 years in field of expertise
- 10 years in field of expertise (with an undergraduate degree and professional registration) or 15 years in field of expertise

Conduct site inspections and ensure that any proposed project actions comply with environmental, floodplain, and historic preservation laws, regulations, and executive orders. This may include conducting environmental assessments and environmental impact statements
