The Dublin Port Company commissioned Woolpert to prepare a master plan for the development of cruise tourism in Dublin. The city of Dublin has developed into a very popular destination for cruise liners in recent years. However, currently, cruise liners are accommodated at berths within the port which are also used for other cargo operations. The scope of work included preparing a plan for the development and growth of cruise tourism in Dublin based on constructing a suitable facility at the North Wall Extension and identifying the type of facility to be built.

It also included reviewing existing research on cruise tourism in comparable port cities; outlining the business case to support delivery of the facility; identifying how best to optimize Dublin’s cruise business; evaluating and advising on the required infrastructure and facilities; preparing a cost budget for the proposed infrastructure and facilities; identifying funding options; establishing the extent and standard of required facilities; and indicating the appropriate level and quality of any proposed facilities necessary to achieve turnaround status for Dublin.
