Air Force Special Operations Command (AFSOC) will soon add Osprey aircraft into the Pacific Theater of Operations. Yokota Air Base (AB) has been identified as the installation to support the beddown of these Special Operations Forces aircraft. After developing an area development plan (ADP) for the beddown of the Osprey aircraft, Woolpert was contracted to provide the accompanying project programming services for the Osprey beddown.

Woolpert prepared three parametric design charrette reports (PDCRs) for the U.S. Army Corps of Engineers (USACE) Japan Engineer District (JED). The PDCRs define the user requirements and justify funding for future facility acquisitions necessary to support the beddown of AFSOC assets at Yokota AB.

The documents provided project descriptions, functional interrelationships and design criteria, and they served as the preliminary basis for validating the site, scope and cost of each resulting project. They also aided in the refinement of the DD Form 1391s used to submit MILCON projects to Congress for funding.

Conceptual designs included a squadron operations building, warehouse facility, simulator facility, three-bay hangar and aircraft maintenance hangar. The concept designs employed resilient and sustainable strategies with aesthetics inspired by the peaks of local mountains. The combination of these aesthetics with a pedestrian-friendly campus of connected buildings, paths and spaces creates an area with a strong sense of place and achieves an expressed AFSOC priority.
