The Challenge
The Jefferson Central Appraisal District (JCAD) serves a population of 250,000 and manages 150,000 parcels. Before 2013, JCAD's team of 39 employees, including 13 appraisers and two analysts, relied on paper-based processes. This led to workflow inefficiencies and time-consuming duplication of efforts. Appraisers spent more time managing paperwork than conducting appraisals, often working with outdated information. JCAD needed a streamlined solution to improve efficiency and decision-making.
The Solution
In 2013, JCAD transitioned to a digital workflow with MobileAssessor®, the flagship module of CAMACloud®. This decision was driven by its seamless integration with Jefferson’s PACS CAMA system, allowing for smooth data transfer and compatibility.
JCAD primarily uses MobileAssessor for fieldwork, providing appraisers with an intuitive and effective tool for data collection and significantly reducing administrative burdens. Using it on the go, appraisers benefit from the optimized routing and instant photo synchronization. “Being able to take a photo in the field and have it sync back almost instantly is incredibly valuable. You can pull that image up in the office the next day. Having that real-time data at your fingertips is a huge advantage,” JCAD Appraiser Trevor Trevino stated.
To further enhance workflow, the system integrates city permits and appraiser notes directly into parcel data, providing real-time updates and historical context for properties. Supervisors also utilize Desktop Review for quality control and productivity tracking, gaining insights into appraiser performance, section progress, and managing deadlines.
Since implementing these technologies, JCAD has streamlined operations and greatly reduced its reliance on paper, supporting the district’s expansion. “With MobileAssessor, everything is right in front of you,” Trevor said. “We’ve grown a lot since 2013, with new neighborhoods popping up regularly. One parcel often turns into 200, and this tool helps us scale with the growing population.”
