Muskingum Watershed Conservancy District Selects Woolpert To Develop Master Plan

DOVER, Ohio (August 23, 2012)… Woolpert, a national design, infrastructure management and geospatial firm, announced today it has been selected by the Muskingum Watershed Conservancy District (MWCD) to develop a master plan for the organization’s 18-county operations.

“We are very excited to take the first step toward improving our recreation facilities,” said John Hoopingarner, MWCD Executive Director. “Once completed, the master plan will serve as a solid foundation for making necessary improvements so we can sustain our parks for years to come and continue to achieve our mission.”

Woolpert will develop a two-level master plan that supports MWCD’s mission of flood reduction, conservation and recreation. The first level will structure broad, overarching district programs and services, facilities and design standards as well as provide guidelines for management, operations and policies. The second level will include conceptual plans for each selected park facility or area to bring facilities to the desired level of function and optimal operation for current and future needs.

“It is critical during the planning process that the team not only understands the needs of each park, but ensures that each individual plan relate to the system as a whole. We are proud to have an experienced planning and design team, led by Woolpert, guiding us through this process,” said Scott Barnhart, MWCD Chief of Recreation.

The planning process will engage stakeholders at two levels: the park system as a whole and selected, individual parks. Each park will have its own business plan that is structured to guide park development within the structure and principles of the overall park system business plan.

“Woolpert has a long and successful history providing park planning and design services on more than 1,500 recreation projects since the early 1900s,” said Andrew Pack, Woolpert senior associate and project manager. “We are looking forward to leveraging that experience to provide MWCD with a very comprehensive and effective master plan.”
