Optimizing Value Through Strategic Asset Management

Although a few of our edits to this article in the September-October 2021 edition of The Military Engineer were not employed, the benefits of the U.S. Army Corps of Engineers Civil Works Strategic Asset Management Plan (SAMP) should be known and shared. As USACE CW Asset Management Chief Peter Dodgion and Woolpert Strategic Consultant Emily Seamster write, the SAMP provides an immensely valuable framework that can be applied across all USACE CW divisions to improve the defensibility of investment recommendations.

“The SAMP provides a strategic plan and a set of objectives to apply the same asset management criteria for every region to minimize budgeting differences among all the offices, whether in Florida, Texas or Washington, D.C., and to identify what projects will be recommended for investments,” Woolpert Strategic Consultant Bob Leitch said. “This will assist the Corps in making risk-informed decisions.”
