Woolpert Hires GIS Solutions Program Director Frank Orr

DENVER (Feb. 27, 2018) — Woolpert has hired Frank Orr as a Program Director for Geographic Information Systems (GIS) Solutions. Orr, a certified GIS Professional (GISP) and a Project Management Professional (PMP), is working out of the international architecture, engineering and geospatial firm’s Denver office.

Orr said he sees this position with Woolpert as the “perfect next step” in the arc of his career, adding that his years of experience as a GIS analyst, spatial solutions architect and program manager have prepared him well.

“Previous positions have given me the required skills to understand and grow Woolpert’s capabilities around GIS solutions integration and application development,” Orr said. “Woolpert has always had an excellent reputation in the geospatial industry, both from a technical and project delivery perspective. If you combine this with our industry subject matter expertise and client focus, I see tremendous potential for Woolpert to grow in the GIS solutions market.”

Woolpert Vice President and Information Management Market Director David Feuer, Orr’s immediate supervisor, said this hiring is in line with the firm’s increasing emphasis on growing our external partnerships and cross-market collaboration.

“Frank brings a vast amount of geospatial expertise to this role, but he also sees the big picture as far as how to best integrate geospatial services,” Feuer said. “He’s clearly an asset to our expanding partner network and markets, and we’re excited to have him on board.”

In addition to focusing on the firm’s GIS solutions capabilities, Orr said he hopes to help showcase Woolpert’s cutting-edge solutions integrations, custom application development, enterprise GIS consulting and cloud hosting services.

“Woolpert has always been an early adopter of the technology our clients use to improve their efficiency and decision-making capabilities, and I hope to help identify the best technologies to solve our clients’ problems,” Orr said. “My strategy is to develop an outreach plan for both existing Woolpert clients and potential new clients to highlight our applicable and demonstrable experience around GIS solutions, and develop a thriving, cross-market delivery capability.”

Orr earned his bachelor’s degree in mathematics from Colorado College and his master’s in GIS from the University of Denver. He lauded Woolpert’s geospatial expertise across markets and industries, including water and electric utilities, state departments of transportation, state and local governments, federal agencies and the U.S. Department of Defense.

“I would be remiss in my duties if I did not cultivate close working relationships with all Woolpert geospatial technology thought leaders and integrate with them to deliver the best possible solutions for our clients,” he said. “Woolpert’s competitive advantage in the marketplace is predicated on this cross-market interaction, and I intend to leverage that to the fullest extent.”

As for the future, Orr said that it’s estimated that the current boom in the Internet of Things by itself will add more than 20 billion connected devices by 2020, each with a location in space and time that can be incorporated to provide a holistic view of networks, systems and facilities.

“As they say, ‘everything happens somewhere,’ so there is likely a meaningful spatial component to every discrete data element. The last 10 years have seen GIS solutions become more fully integrated into our daily lives with the widespread adoption of map-based technology, particularly on mobile platforms,” Orr said. “This has led to an enhanced appreciation of the benefits of location intelligence and tremendous opportunities for spatial solutions integration with existing and emerging business systems. Woolpert is uniquely qualified to help clients navigate this ever-increasing influx of data and turn it into actionable information.”
