The city of Greenville wanted to overhaul its stormwater program to adopt a more proactive and effective approach for managing their human-affected and natural stormwater assets to address flooding and water quality issues.

Woolpert was contracted to create a comprehensive vision for the city’s stormwater program and infrastructure. Woolpert created an asset management strategy beginning with collecting inventory and condition assessment data via surveys and pole camera and CCTV pipe inspections. The project team used this data to develop a well-thought-out plan for proactive maintenance, repair and replacement.

Among the Woolpert tasks underway are:

• Developing a prioritization system for capital improvement projects and ranking them based on magnitude of the problem, effectiveness of the solution, and project costs
• Creating an asset management strategy to guide city staff
• Combining existing hydrologic studies and models with updated geographic information system data, land use data and modeling assumptions into a single modeling platform with a consistent set of models across the city’s five major watersheds
• Established a baseline for current conditions through the continuous water quality monitoring at multiple river locations
• Performing detention gap analysis to identify any gaps in flood protection policy

Woolpert’s team is helping the city to better manage its assets, address water quality concerns, and guide budget projections at a time when the aging infrastructure is nearing the end of its useful life and water quality issues are becoming more of a focus in the regulatory environment.
