OSU Airport North Runway Rehabilitation Phase II
As the Prime Consultant, Woolpert provided engineering services for the Ohio State University Airport’s (OSU) North Runway Phase 2 Rehabilitation project. Woolpert carried out the following administrative services, including:
- Preparing a project plan for Woolpert team members and conducting team project meetings. Providing administrative related communications to OSU and on behalf of OSU and its representatives on the project.
- Completing project related elementary sketches/exhibits when required by OSU for public outreach to tenants, airport personnel, and airport users.
- Conducting project-related communications with the FAA, ODOT, and other agencies with jurisdictional control over the project and airport.
The Phase 2 Rehabilitation program included the rehabilitation of both ends of Runway 9L and 27R, including taxiway connections and the rehabilitation of parallel Taxiway G and connector Taxiway F. Woolpert pavement engineers used information from the geotechnical investigation to evaluate multiple rehabilitation options based on projected traffic/loadings. The selected runway pavement rehabilitation option re-used existing base material with isolated base repair and a new 7 or 8-inch asphalt surface. Taxiway F was rehabilitated with a 2-inch mill and overlay, and Taxiway G was rehabilitated with crack sealing. New underdrains were installed as part of the runway pavement rehabilitation.
Woolpert developed detailed construction drawings and technical specifications for review with OSU and the state of Ohio. Design submittals were made at 30%, 60%, and 95% completion of the design deliverables. Woolpert delivered detailed construction drawings including Construction Safety Phasing Plans (CSPP), specifications to bidders, and general and special provisions, in accordance with OSU, the State of Ohio, and FAA requirements. A detailed CSPP was required due to strict contractor access requirements/conditions to the site and to maintain State of Ohio Department of Aviation access to the airfield via Taxiway F.
Woolpert also provided construction administration, resident inspection, and quality acceptance testing services during the construction phase of the project, which included:
- Conducting full-time resident inspection.
- Providing general project coordination and construction closeout documentation. Providing administration of the construction contract and technical engineering information as an aid to the interpretation and clarification of the contract documents.
- Approving samples and checking detailed shop drawings submitted by contractors for compliance with the design concept.
- Preparing sketches required to resolve actual field conditions encountered.
Results Accomplished: By reviewing the existing data and geotechnical information obtained as part of the project, Woolpert engineers developed rehabilitation strategies that reused existing material. This resulted in a rehabilitation strategy that was less costly and required less time than the Phase 1 Rehabilitation that was previously designed and constructed.
Schedule Performance: Woolpert provided design services in 60 days, from receipt of NTP to meet the ODOT Direct Grant schedule for obtaining bids. The rehabilitation strategy selected to re-use existing base material also reduced the construction timeframe by 20 days from the original schedule.
Budget Performance: The design and construction phase services were completed within the University’s established budget of $150,000. The construction was completed below the programmed budget of $890,000 due to Woolpert’s selection of a unique rehabilitation strategy that took advantage of re-using existing material properties in lieu of removing material and complete reconstruction of the pavement section, and the University’s decision to perform some construction (crack sealing/marking) with in-house staff.
