Woolpert-RS&H JV Completes Design for New AFRC Logistics Readiness Complex
DAYTON, Ohio (March 4, 2025) — The Woolpert-RS&H JV has completed the design for the new Logistics Readiness Complex at Grissom Air Reserve Base in Indiana.
The complex will house the 434th Logistics Readiness Squadron, which delivers a range of operational capabilities logistic needs for the U.S. Air Force, including supply, vehicle management, traffic management, and mobilization planning. The new complex will merge and bring these functions, which are currently carried out across six separate facilities, under one roof.
Woolpert-RS&H JV provided full design services, including architecture; interior design; civil, structural, fire protection, mechanical, and electrical engineering; communications distribution; survey; and sustainability services. This work assisted the USACE Louisville District procure and award a construction contract solicitation package for the future complex.
Woolpert-RS&H Project Manager Rebecca Knolle said that the Louisville District twice previously faced procurement challenges for this project, so the Woolpert-RS&H JV was pleased to support a successful procurement.
“Under this contract, our team was tasked with descoping and value-engineering the project and working with the client to optimize the scope, as well as streamlining the LRC’s design, so that this vital project could finally be awarded and put into motion," Knolle said. “Ultimately, this contract led to the successful award of a construction contract—a significant milestone for a project that has experienced procurement challenges prior to Woolpert-RS&H JV’s involvement.”
The Woolpert-RS&H JV has supported the USACE community on a range of projects since 2016. The joint venture is currently serving contracts for the USACE Norfolk, Louisville, Baltimore, and Japan Districts, as well as the Air Force Civil Engineer Center.
“The U.S. Army Corps of Engineers Louisville District is very excited to be able to deliver a crucial facility for the Logistics Readiness Squadron at Grissom Air Reserve Base, alongside Woolpert RS&H JV,” Air Force Reserve Support Section, USACE Louisville District Project Manager Jim Walters said. “We’re looking forward to future projects at Grissom and working with one of our key customers, Air Force Reserve Command, on these vital projects for our nation.”
Construction on the complex, awarded to Commercial Contracting Corporation, is expected to begin in 2025.
“The new complex is vital and will greatly streamline the multi-layered mobility process by enhancing oversight, minimizing wait times, and increasing the effectiveness and security of the Logistics Readiness Squadron mission,” Knolle said. “It is Woolpert-RS&H’s continued privilege to serve those who serve our nation.”
