In 2004, St. Johns County began its Public Works geographic information system (GIS) and asset management journey with Woolpert. Through a competitive RFP selection process, the county selected Woolpert to assist in defining, designing and implementing its vision. Over the course of the next seven years, Woolpert worked closely with the county on tasks ranging from database design, field data collection and data creation to systems implementation, integration, training and support.

To begin, Woolpert conducted an upfront needs assessment and worked with the county to select the solution best-suited to meet its business needs—Azteca Citywork’s GIS-centric asset management system (AMS). Then Woolpert designed a geodatabase to meet the specific needs of Public Works, inventoried and assessed the transportation infrastructure throughout the county (using unique video technology), and implemented a computerized maintenance management system for direct access to the data housed and maintained in the GIS.

Following the successful implementation of the AMS, Woolpert created key performance indicator reports in Cityworks, developed a mobile application to automate transportation infrastructure asset data collection, and integrated Hyland Software’s OnBase document management system into the county’s existing GIS and Cityworks AMS. To keep these systems current, Woolpert collected updated video data for all county roads and reconfigured the software to ensure availability of all imagery to all users. Additionally, Woolpert established a method for systematically processing known easements and converting them into a GIS layer.

Woolpert’s efforts helped St. Johns County to streamline data collection and maintenance while making the data accessible and usable for Public Works employees—at the office or in the field.
