MRT On-Call Services
Background
Woolpert is under a master services agreement issued by the Union County Airport Authority to provide general consulting services for the normal operation of the Union County Airport (MRT). This includes coordination with the Federal Aviation Administration and Ohio Department of Transportation along with other tasks such as the development of an airport capital improvement plan and pre-application for grants. Woolpert previously helped the Union County Airport Authority obtain 2020 ODOT grants totaling $900,000.
The airport sponsor received a grant from the FAA to prepare an update to its master plan. Woolpert developed a scope and fee for the work that was approved by the FAA and will provide all services for the update in accordance with FAA requirements. Woolpert is providing planning and engineering services including grant and project administration, public involvement program, vision and mission statements, environmental overview (environmental considerations), inventory of existing conditions, aviation forecasts, facility requirements, alternatives development and evaluation, airport layout plan set, facilities implementation plan and financial feasibility analysis, and draft and final documents.
Challenge
For Task Order 3, Woolpert is providing services to rehabilitate Taxiways B1 and B2 and associated connectors. The current condition of the pavement is such that the surface is experiencing visible distresses like longitudinal cracking, raveling, and surface oxidation. Further, the pavement condition index (PCI) report from 2015 indicates the Taxiway B1 pavement PCI was 66 and Taxiway B2 PCI was 64 and are now likely much lower. Performing a rehabilitative effort while the existing PCI value is at or near the minimum service level (55) typically provides the most cost-effective solution because a delay in the remediation may lead to a more extensive and costly effort like full-depth reconstruction.
Solution
Woolpert is providing engineering services to design and manage construction of the most effective method of rehabilitation. These services include preliminary engineering, final engineering, bidding, and construction services. In general, preliminary engineering includes confirming existing conditions and verifying the recommended pavement rehabilitation method. Final engineering includes the development of plans, specifications, and other engineering documents. Bidding includes the preparation of bidding documents, receiving and opening successful bids, and making a formal engineer’s recommendation. Woolpert is also providing construction services to successfully see construction through to completion, including project closeout.
Outcome
Woolpert completed the rehabilitation of Taxiways B1 and B2 and associated connectors in a timely manner with minimal impact to airport operations. As part of this continuing on-call relationship, Woolpert remains dedicated to providing services that meet the client’s needs in the most cost-effective and efficient manner.
