Woolpert Strategic Consulting Group Hires Former ERDC Technical Director, JALBTCX Director Jeff Lillycrop

DAYTON, Ohio (May 14, 2019) — Woolpert has hired Jeff Lillycrop as a senior consultant for the firm’s Strategic Consulting Group. Lillycrop brings extensive experience in managing coastal mapping and survey programs, research and development, as well as geospatial data analysis.

Lillycrop most recently served as the technical director for Civil Works Research, Development and Technology at the U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC). As chief of the Spatial Data Branch, Operations Division, Mobile District, he was responsible for the National Coastal Mapping Program and the Joint Airborne Lidar Bathymetry Technical Center of Expertise (JALBTCX). JALBTCX supports the coastal mapping and charting requirements of the USACE and the U.S. Naval Meteorology and Oceanography Command, as well as topo-bathy research with those groups, the National Oceanic and Atmospheric Administration and the U.S. Geological Survey.

“During my last five years with the U.S. Army Corps of Engineers, my primary responsibility was to think strategically about Corps Civil Works challenges to identify better, faster and cheaper solutions,” Lillycrop said. “I then put projects and programs, science, technology and teams together to deliver new capabilities.”

Lillycrop has managed numerous programs involving navigation, flood risk management, the environment, and the collection and analysis of spatial data through surveying and mapping. He also managed geospatial and geographic information system (GIS) teams for the USACE, as well as the National Dredging Quality Management Program.

“I have a strong passion for and experience in geospatial and data management. Combining that passion with my engineering skills on past projects has allowed me to help deliver the right data at the right time to inform key decisions,” Lillycrop said. “Integrating data with tools to inform operational needs has been a priority, and I look forward to participating in new and challenging projects.”

Lillycrop served as the USACE representative and co-chairman of the Interagency Working Group on Ocean and Coastal Mapping (IWG-OCM). He also was lead researcher at the Coastal and Hydraulics Lab, ERDC, and program manager of the Scanning Hydrographic Operational Airborne Lidar Survey (SHOALS) Airborne Bathymetric Lidar Development Program.
