FALL CREEK PLACE NEIGHBORHOOD REVITALIZATION

By the 1990s, Fall Creek Place, located on the north side of Indianapolis, had become a blighted and abandoned neighborhood with vacant lots, run-down homes and a high crime rate. In 1998, the City of Indianapolis was awarded one of 12 HUD home-ownership grants to transform the neighborhood. With these funds, the developer restored many of the historic homes, but they were also required to create 300 new home-ownership opportunities that met the needs of families across low to high incomes. For the fourth phase of the revitalization project, which added many of these new builds, Woolpert was selected to provide the site/civil and surveying services. We performed land title and topographic surveys; provided engineering, landscape architecture, permitting assistance, construction administration and inspection services; and prepared monumentation plans, utility easement agreements, parcel drawings and description exhibits. To improve the aesthetic quality of the infrastructure, we incorporated into the design new sidewalks, resurfaced streets and alleys, historic lighting, additional trees and greenery and buried utilities. As a result of the transformations, Fall Creek Place won four national awards for excellence in planning, design and community development, and the project was featured in eight national magazines.
