As part of the Reconstitute Defenders Initiative Strategic Master Plan, Woolpert prepared a user requirements document, planning charrette reports, and associated DD Form 1391s for six different entry control facilities, three bridges, culvert reconstruction, and perimeter road paving. The PCR results complied with established UFCs, the JBSA Installation Development Plan, and Texas DOT requirements for roads directly outside the installation. Further, the team gathered requirements to prepare PCRs and DD Form 1391s for three bridges, three large culverts, and a low water crossing to enlarge training area opportunities while providing increased boundary security.
