JAC’s location within Grand Teton National Park presents unique challenges to the airport’s development, and all projects must meet both FAA and National Parks Service requirements. Woolpert created a conceptual area plan to present a development strategy in line with the airport’s needs and the 1983 NPS Use Agreement. The plan addressed the demand for expanded aircraft operations, aircraft rescue and firefighting and snow removal equipment activities, and new or expanded facilities.

The study included an evaluation of existing facilities, aviation demand, and foot/vehicle traffic; presentation and costing of development concepts; and outreach efforts to secure input from key stakeholders. This project required a thorough understanding of NPS requirements, which often focus on a project’s environmental impact. The plan successfully addressed environmental and geographic constraints while adhering to the airport’s development goals.
