Woolpert conducted all detailed design, construction administration, pre-construction, construction coordination, and post-construction management necessary to complete the required improvements. The design consisted of the rehabilitation of the existing runway asphalt tied to the adjacent connector taxiways and blast pads, including an overlay of the existing shoulders. All connector taxiways were rehabilitated to a designated point past the hold short markings for Runway 14/32 and included an overlay of the existing shoulders.

The construction phasing required an analysis of construction impacts on the interfacing Runway 17/35 Complex. The phasing plan ensured Runway 17/35 remained operational and allowed access to the East Complex through Taxiways M and Q.
