Pandemic Relief Support for K-12 Facilities

The 2021 Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act provided over $54 billion for the Elementary and Secondary School Emergency Relief Fund (ESSER II). This fund was distributed to states for the purpose of providing local K-12 schools (including charter) with financial assistance to safely reopen, measure and address student learning loss, and mitigate other impacts of COVID-19 on students and families.

As with ESSER, ESSER II monies can be used for a variety of projects at K-12 schools, such as ventilation and HVAC system improvements, disinfection/sanitation protocols and equipment, upgraded infrastructure, technology enhancements, and instructional and curriculum enrichment. However, there are some important distinctions between the programs, including the period of availability, equitable services to non-public schools, maintenance of effort and reporting.

Time is of the essence. ESSER II funds have been allocated to states and are being distributed locally, but to take full advantage of both programs, plan to spend any remaining ESSER funds first. Initial ESSER allocations expire on Sept. 30, 2022, while ESSER II funds may be used until Sept. 30, 2023.
