With the recent issuance of the NPDES Phase II permit, Berkeley County must begin implementing programs to regulate land development as a means to control and reduce stormwater pollution. As a first step toward enforcing the Phase II permit conditions, the County selected Woolpert to prepare language for a stormwater ordinance establishing field procedures for the identification, tracking and elimination of illicit discharges (to include the necessary enforcement authority). The project began with a kick-off meeting to finalize expectations and collect background information. Then, we thoroughly reviewed the existing ordinances and participated in public meetings to gather comments on the stormwater management plan. Finally, we drafted revisions, including language addressing the creation of public education programs and public involvement opportunities, for the county’s stormwater management ordinances. Berkeley County was very satisfied with the stormwater ordinance and has since contracted with Woolpert to perform numerous other stormwater management program functions. The ordinance was adopted by the County Council and is being implemented by the County Engineering Department.
